We explore a variety of policy challenges: How should telecommunication services be classified? What services, if any, should be regulated and how? How should technologies and standards be chosen? How should spectrum be managed? How should internet commerce be regulated? What policies and technologies are needed to help people protect their privacy online and better secure cyberspace?

Privacy policies, phishing scams, cybersecurity, and data sharing trends create widespread - and often misunderstood - challenges for consumers. For 25 years EPP researchers have synthesized user behaviors with trends in technology, helping policymakers and the public better understand the real-world issues that are unique to technology use and digital communication.
