FY25 Unrelated Business Income Survey
The Internal Revenue Service (IRS) Form 990-T Unrelated Business Income (UBI) and Private Business Use (PBU) Survey (the survey) (click link) for the fiscal year ended June 30, 2025 is now available.
Survey Purpose and Reminders
The survey determines activities within Carnegie Mellon’s academic and administrative units that may be considered unrelated business activities. Such activities, if they are deemed to be unrelated, must be reported for tax purposes on the university’s Form 990-T Tax Return, including the revenue and expenses generated for each activity.
The survey incorporates questions and additional information to assist you in identifying activities that may be considered Unrelated Business Income (UBI) and/or Private Business Use (PBU). UBI is the income generated from unrelated business activities, which are activities regularly conducted by an exempt organization and are not related to the organization’s mission or exempt purpose. PBU relates to when space is used in tax-exempt bond financed space for purposes other than for CMU’s exempt purposes. Unrelated activities carried on, whether or not these activities generate income, have potential to be PBU when these activities are carried out in a space that was financed by tax-exempt debt. The Tax Department tracks PBU and identifies the areas on campus financed with tax-exempt debt. Therefore, when responding to the survey, it is very important to indicate what building(s) the activity is carried out in, as well as the specific room(s).
Survey Distribution in Units
Please distribute the questionnaire to the business managers in your academic/administrative units (if applicable) or complete the questionnaire on behalf of your academic/administrative unit so that the Tax Department can accurately gather all of the necessary information and properly report it to the IRS on the university’s Form 990-T tax return as required. Please note that there is an opportunity to download a copy of your survey responses while on the summary screen at the completion of the survey.
