Mandatory Training for University Card Approvers

Carnegie Mellon’s purchasing policies and procedures help to steward our commitment to protecting the university’s assets and ensuring that our financial resources are used effectively to support our mission. By maintaining strong financial oversight, the university can continue to fund groundbreaking research, innovative programs, and an exceptional student experience while ensuring compliance with best practices in university spending.

A recent Internal Audit review identified opportunities to strengthen compliance with the University Procurement Manual and the Business and Travel Expense Policy, as well as highlighted the need for enhanced guidance and training for university card approvers.

To support card approvers in making informed and compliant financial approval decisions, all existing and future university card approvers will be required to complete the on-demand eLearning course, ‘University Card Approver Training,’ in order to approve university card purchases in Oracle. This approximately one hour training provides a clear overview of key university card policies, procedures, and best practices to ensure that university card purchases are carefully reviewed and approved for policy compliance and financial prudence. By reinforcing these principles, we are taking a proactive step to safeguard CMU’s financial health while ensuring that our purchasing processes are well-defined and aligned with the university’s mission and goals.

All existing university card approvers must complete the ‘University Card Approver Training,’ eLearning course by Friday, May 16.

Given the significance of university card compliance, it is important that all university card approvers complete this training in the allotted time. Approvers who do not complete the training may run the risk of disrupting the card approval and verification process, which may negatively impact the cardholder and unit’s ability to execute university card purchases.

Going forward, all new approvers must complete the training prior to being assigned to a university purchasing card.
