International Plan Changes
To ensure CMU is offering a competitive benefits package and complying with local guidelines, the Office of Human Resources conducted a market analysis of the international health and welfare plans. The results of this analysis led to some changes to the plan offerings for 2026.

Healthcare Plans
For 2026, the university is moving from Allianz to Cigna Middle East. In addition to streamlining the administration of plans under one carrier, this move enabled the university to negotiate decreases in plan premiums while continuing to offer comprehensive coverage.
- Current Cigna Global Medical and Dental Enrollees: Rates are decreasing significantly — by 25% — with no changes to the plans. Unless you make a change during Open Enrollment, you will keep your current elections and the new, decreased 2026 rates will apply.
- Current Allianz Option 1 Enrollees (excluding U.S. coverage): Unless you make a change during Open Enrollment, your current elections will map the Cigna Middle East plan with no changes to premiums.
- Current Allianz Option 2 Enrollees (including U.S. coverage): This plan is being discontinued. During Open Enrollment, you can choose the Cigna Middle East Plan with significant cost savings, or the Cigna Global Medical and Dental plans with an increase to your premium.
Life and Disability Plans
To comply with applicable insurance guidelines, the Life and Disability plans will be moving to MetLife Worldwide with any supplemental plans subject to higher premium rates.
Rwanda Plan Changes: Life and Disability
Sign up for a drop-in session for Rwanda employees on Nov. 6 from 3–4 p.m. CAT. HR team members will be available to answer questions about benefit plan options and the enrollment process in Workday.
- Basic Life and AD&D Insurance coverage will transfer from MetLife to Unisure.
- Employer-paid basic life is increasing from 1x salary to 2x salary.
- The plan also includes a funeral expense rider of $1,000 and critical illness coverage of 75% of the death benefit.
- Optional life insurance plans — Our market analysis indicated that optional life insurance programs such as enhanced long-term disability and optional employee, spousal and dependent child life insurance are not offered and available in Rwanda. These plans will be discontinued as of Dec. 31, 2025.
- This type of benefit is provided through the requirement of mandatory funeral expense allowances and other mandatory types of payments.
- Long-Term Disability coverage is available through Unisure. The current plan design of a monthly payment of 60% of basic annual salary will remain in place.
Healthcare Plan Update: There are no changes to healthcare plan designs. Cigna members will see a 25% decrease to their premiums.
