Bio

A native of Orange Park, Florida, Commander Kilcoin just completed his fifth afloat tour as the Executive Officer aboard Coast Guard Seneca (WMEC 906) prior to attending Carnegie Mellon University. Commander Kilcoin’s previous afloat assignments include serving as a Deck Watch Officer onboard Coast Guard Cutter Mackinaw (WLBB 30), in Cheboygan, Michigan; Executive Officer aboard Coast Guard Cutter Thunder Bay (WTGB 108) in Rockland, Maine; Operations Officer aboard Coast Guard Cutter Harriet Lane (WMEC 903) in Portsmouth, Virginia; “Plankowner” Commanding Officer of Coast Guard Cutter Nathan Bruckenthal (WPC 1128) in Atlantic Beach, North Carolina.

Commander Kilcoin’s previous shore assignments include assignments to Coast Guard Atlantic Area, in the Maritime Security / Law Enforcement section in Portsmouth, Virginia. His responsibilities included the oversight and coordination of Future Operations and Coast Guard Law Enforcement activities from the Caribbean Sea to the Indian Ocean. Additionally, Commander Kilcoin served in The Office of Waterways Management as the Domestic Icebreaking Program assistant, in Washington D.C., where he was responsible for domestic icebreaking operations, and serving as the Coast Guard liaison to the National Science Foundation in support of United States Antarctic Program.

Commander Kilcoin’s educational accomplishments include a Master of Science in Strategic Studies from the Naval Postgraduate School, and a Bachelor of Science in Business from The Florida State University.

Commander Kilcoin is married to the former Ms. Shelly Rogers of Lapeer, Michigan, and have together a son and daughter, 6-year-old Jake and 5-year-old Blake.
