Applications can be submitted on a rolling basis. The admissions committee reviews completed applications, in the order they were received, starting January 16th of every year for entry to the program on the subsequent fall semester, so early submission of application materials is strongly recommended. At initial launch, about four students are expected to be admitted each year to the program, which will ensure they receive the appropriate individual attention from the faculty. The admissions committee welcomes applications from individuals with strong backgrounds in engineering, science mathematics and/or statistics who value cross-disciplinary and international perspectives. Admission to the program will be based on several criteria, including previous academic performance, letters of recommendation, previous on-the-job experience, GRE and TOEFL scores, research training and the stated interest in areas related to the engineering and policy aspects of networked infrastructures. A formal or informal interview may be required. Students may apply to the EPP PhD Program by sending their application materials to the Engineering and Public Policy Department at CMU at the address below:

Unofficial copies of application materials can be sent to the address above at an early stage for consideration. Official documents for all materials must however be presented prior to formal acceptance. Please download the application booklet where you can find information about all the documents needed.

Preferably, students must enter the PhD program with a Master of Science (2nd cycle according to the Bologna agreement). Undergraduate students with exceptional curriculum can also apply and obtain a M.Sc. degree in EPP as part of the process of preparing for the PhD degree. In any case, such degree must be viewed as a stepping stone to graduate with from the PhD program. Entering students to the EPP PhD program must have completed an undergraduate degree in engineering, science, or mathematics. Students with other undergraduate degrees can also be accepted to the program, as long as those degrees entailed strong quantitative preparation, and included a sequence of courses in basic science. If not, these students may be required to take undergraduate courses in engineering. Two advisors will be assigned to all entering students, one faculty member at CMU and one faculty member at IST, who will mentor the student throughout the program. Students will thus have the opportunity to conduct research and interact with faculty in the areas of engineering, policy, economics, social and decision sciences and management.
