How Does the Financing of a University Work?

Deborah J. Moon, Vice President and Chief Financial Officer, was appointed Vice President for Finance and Chief Financial Officer of Carnegie Mellon University in January, 2005 following her interim appointment which was effective April 1, 2004. Reporting to the President, the CFO is a senior member of the university’s management team with oversight responsibility for the following financial areas: the Oracle financial system; university audit services, university budgets, strategic financial planning, treasury and investments, financial operations, Controller’s operations and financial reporting, sponsored projects accounting and cost analysis, and international finance. 

Deb joined Carnegie Mellon University in March 2001 as the Director of Finance and Administration/Chief Financial Officer at Carnegie Mellon Research Institute (CMRI). Following this assignment, she served as the Special Assistant to the Vice President of Business and Planning. In 2003 she was named the Assistant Vice President for Finance and Controller of the University.

Prior to joining Carnegie Mellon, Deb was a Senior Manager in the KPMG Higher Education Consulting practice, based out of McLean, VA. Previously, Deb was Director of Sponsored Project Finance for the Allegheny Health, Education, and Research Foundation.

Deb is affiliated with several national organizations and has made numerous national and regional presentations about university and hospital research, cost, compliance and management issues. She currently serves as a board member of UPMC Health Plan, and the Mellon Pitt Corporation (MPC). She currently is Chair-Elect for NACUBO Research Universities Council, as well as, a member of the EACUBO  Board. In 2008, Deb was awarded “CFO of the Year” by Pittsburgh Business Times. She holds a Bachelor of Science degree in Finance and Accounting from the Indiana University of Pennsylvania.
