Joseph Pred, Emergency Services Operations Chief, Burning Man

Summary: Burning Man is a fire arts festival held in the middle of the Nevada Black Rock Desert. Unlike other festival models it's organized as a temporary city of 50,000 people in what can be described as a pre-planned recreational disaster. There is little established infrastructure in the area under normal circumstances and the majority of the communications infrastructure must be brought into the operational area to support organizational operations and emergency services. Federal, local, and state agencies have all taken notice that lessons learned in this austere environment can apply to disasters and other temporary organizational infrastructure at scale.
