Basic ICS, Implementation Exercise, Strategy and Tactics Class

Summary:
Basic ICS (1 hour) Overview of the NIMS System. Introduction to ICS, orients the participant to the Incident Command System. This session covers:

  • Purpose and Basic Features of ICS
  • Incident Commander and Command Staff functions
  • Common responsibilities

ICS Implementation (1 hour) Using basic ICS, the participant will assess the emergency incident in “Rivertown” set up command and control in the field and coordinate the start of an Incident Action Plan at the EOC. The course covers:

  • Leadership and management
  • Delegations of authority and management by objectives
  • Deployment of functional areas and positions
  • Organizational flexibility

ICS Strategies and Tactics (1 hour) As the emergency situation in “Rivertown” escalates, the participant deploys resources to help mitigate the situation using the knowledge of how NIMS ICS is used to manage an expanding incident, and how to apply the incident action planning process. The course covers:

  • Incident/event assessment and establishing objectives
  • Resource management
  • Planning process
  • Major/complex incident management
  • Multi-agency coordination
  • Incident Termination

About the speakers: Mr. Steven Jordan is the founder of Traiden Global Solutions and the President/CEO of the National Disaster Resiliency Center. Mr. Jordan has over 35 years of experience and is recognized throughout public and private industry as a leader in Safety, Security, and Emergency Management System development. He has developed a standard for strategic planning, and instructional delivery that has been adopted by agencies throughout the United States and in 32 countries.

Don Stabler is currently a Battalion Chief for the Cordelia Fire District in Solano County, California located in the San Francisco Bay Area. Don has been in the public safety arena since 1970. He has been a Communications Unit Leader (COML) since 1997 and has served on State and Federal Incident Management / Command Teams in that capacity. He has served on the California FIRESCOPE Communications Specialists Working Group since 2003. In addition, he has served in all executive board positions of the California Fire Chiefs Association, Communications Section, Northern Division and is still an active member. He is the co-lead instructor in the California Incident Dispatcher Training Program (INDI) and has responded to incidents in California, Oregon and Nevada. He refuses to retire until he gets an assignment on Maui!
