POSITION RESPONSIBLE FOR REVIEW: Director, EH&S

 

PURPOSE: To establish a plan within FMS to prevent spillage occurrence from entering streams or waterways in compliance with Environmental Protection Agency regulation (REFERENCE 1).

BACKGROUND: The university does not have any underground or above-ground storage tanks, but stores in 55-gallon drums oil for fueling grounds tractors, off-road service carts, and miscellaneous lawn equipment.

The wordage and terms used in this directive will have the meaning, as defined in the referenced regulation, as follows:

1. Oil - Oil of any kind or in any form, including but not limited to petroleum, fuel oil, sludge, oil refuse and oil mixed with wastes [other than dropped or spilled]. [?]

2. Discharge - Includes, but not limited to any spilling, leaking, pumping, pouring, emitting, emptying, or dumping.

3. Spill Event - A discharge of oil into or upon waterways of the United States or adjoining shorelines in harmful quantities.

4. Harmful Quantitiesy - Includes any discharge quantity of oil that (1) violates applicable water quality standards or (2) causes a film or sheen upon or discoloration of the surface of the water or adjoining shorelines or (3) causes a sludge or emulsion to be deposited beneath the surface of the water or upon adjoining shorelines.

5. Contact Person -

POLICY: It is the policy of FMS to comply with the referenced standard and to avoid any spillage. In the event that a spill should occur, the procedures outlined in this directive will apply.

 

PROCEDURES: The following procedures shall be observed and implemented in the event that an oil spill or leak occurs:

1. Materials:

Each FMS department responsible for fuel oil storage should store oil absorbent pillows or pads in the event a spill, leak or discharge of fuel oil should occur.

2. Minor Ground Spills:

Each department should periodically check each drum, especially around the base of the drum, and report any evident spillage to Environmental Health and Safety (EH&S).

Under no circumstances shall a condition be permitted to extend to the point where free oil rests on the ground which would permit runoff of oil in the event of rain. Should oil become free or appear to be nearing that condition, oil absorbing pillows or pads shall be applied immediately to absorb the oil while preparations are made for its removal.

Place pads on top of spilled oil and use pillows to contain an oil spill by surrounding the spill. Contact EH&S (8-7075) for assistance in final cleanup of the area.

3. Minor Floor Spills:

These are spills inside a building which have not reached a floor drain. Each motorized repair facility or mechanical equipment room with more than a gallon of oil must receive close attention. Drip pans should be used in areas of potential oil leaks. Oil absorbing pillows or pads should be immediately available in all areas. Place pads on top of spilled oil and use pillows to contain an oil spill by surrounding the spill. Contact EH&S (8-7075) for assistance in final cleanup of the area.

4. Major Spills or all Federally Defined Oil Spills:

If a spill appears to potentially threaten to reach a waterway or drain, the contact individual or his an assistant should expeditiously contain the spill by using the oil absorbing pillows. The contact person should immediately report the spill to EH&S (8-7075), obtain assistance to assess the situation, and implement procedures to contain the spill followed by the clean-up.

EH&S is responsible for reporting spill incidents to state and federal agencies.

5. Disposal of Contaminated Soil and Other Containment Materials:

Disposal of contaminated soil, saturated absorbent pads and pillows and other materials containing oil should be coordinated with EH&S.

RESPONSIBILITIES:

1. Departments responsible for drums of oil are responsible for the general implementation of this directive.

2. EH&S, FMS, and other departments should coordinate telephone numbers and names of responsible individuals to be called in for emergency situations during weekends and holidays.
