POSITION RESPONSIBLE FOR REVIEW: Director, Environmental Health & Safety

PURPOSE: To establish a policy and procedures for distributing ATTACHMENT 1 to FMS staff members with work responsibilities that expose them to the safety hazards it covers.

BACKGROUND: The FMS Safety Committee has reviewed ATTACHMENT 1 and has approved it for distribution to FMS staff members as a baseline set of safety rules. In addition to informing people of the specific items listed there, the goal of these general safety rules is to encourage FMS staff members to think about safety, and to apply basic common sense and good judgment to their workday activities.

POLICY: FMS policy is to distribute copies of ATTACHMENT 1 to every staff member in FMS working in the shops, in FP&C, and in EH&S, and to encourage every recipient to read and observe those rules in the course of their daily activities.

PROCEDURE: FMS supervisors in the shops, in EH&S, and in FP&C distribute copies of ATTACHMENT 1 to the staff members they supervise. This distribution occurs following every revision of ATTACHMENT 1. Distribution also occurs to each new staff member as part of the supervisor's orientation of a new hire.

2. The directors and supervisors in the shops, in EH&S, and in FP&C are responsible for distributing copies of ATTACHMENT 1 to the staff members they supervise

3. FMS staff members who receive copies of ATTACHMENT 1 are responsible for reading it, for observing those rules, and for exercising common sense and good judgment in their daily activities during the workday.

4. FMS staff members are responsible for reporting to their supervisors unsafe conditions encountered in their work that are not covered in ATTACHMENT 1.

5. EH&S specialists are responsible for evaluating unsafe conditions reported not to be addressed in ATTACHMENT 1, for developing appropriate safety procedures to prevent or protect against them, and for presenting those procedures to the Safety Committee as revisions to the General Safety Rules.
