POSITION RESPONSIBLE FOR REVIEW: Director, Environmental Health & Safety

 

PURPOSE: To establish a policy and procedures for the FMS Safety Program.

BACKGROUND: REFERENCES 1 and 2 set safety-related work practices and standards; these are the minimum safety requirements that workers and employers must follow. EH&S interprets these standards to FMS supervisors and staff members, encourages consultation with them when potential hazards are suspected or exist, and requires notification by them whenever actual problems arise.

POLICY: It is a goal of FMS to provide a work environment that is distinguished in its regard for human health and safety, and for the protection of property. To achieve this goal, it is the safety policy of FMS to assign responsibility for worker and workplace safety to line management, and to establish a Safety Committee to review accidents and to recommend remedies to unsafe or contributing conditions.

PROCEDURES:

1. The FMS Safety Program includes the following procedures:

1.1. Informing FMS staff members about safety hazards, and training FMS staff members in safe work practices.

1.2. Reporting and investigating accidents and injuries.

1.3. Establishing and enforcing adequate safety rules and standards.

1.4. Conducting quarterly inspections, and recommending corrective actions.

1.5. Managing the use, storage, and disposal of all hazardous substances and materials.

1.6. Complying with federal and state safety and accident prevention obligations, laws, and regulations.

2. The Safety Committee assists in identifying, analyzing, and resolving safety problems, in developing safety rules, standards, and programs, and in specifying safety training. The Safety Committee is comprised of representatives from each of the following groups:

2.1. Operations and Utilities - one from each shop, and the Director;

2.2. Work Management - one;

2.3. Facilities Planning and Construction - one;

2.4. Business Operations - one;

2.5. Environmental Health and Safety - Loss Prevention Manager;

2.6. Ex Officio - Director, Environmental Health & Safety; others, as needed by the Safety Committee.

RESPONSIBILITIES:

1. Supervisors have primary responsibility for the safe conduct of all work under their direction. Supervisors are expected to be thoroughly aware of all safety practices and requirements of the work performed by the staff members for whom they are responsible, and of the environments in which they carry out their work assignments. Supervisors are responsible for enforcing safety rules and good safety practice by staff members under their direction. Specifically, supervisors shall:

1.1. Stop work, if necessary, whenever they observe imminent danger situations.

1.2. Develop a working knowledge of accepted general safety practices for construction and maintenance work, and of specific FMS safety rules and standards.

1.3. Ensure that staff members wear individual protective equipment as needed, and that they use machine guards and other safety equipment properly.

1.4. Oversee proper storage of tools and equipment, and housekeeping practices in work areas.

2. The Director of EH&S has the following responsibilities:

2.1. Serves as an ex officio member of the Safety Committee.

2.2. Advises the AVP on safety matters.

3. The Loss Prevention Manager has the following responsibilities:

3.1. Conducts quarterly reviews of accident data maintained by EH&S for serious lost time accidents or unusual hazardous conditions; discusses proposed recommendations to determine how they can be implemented.

3.2. Drafts policies and procedures for using personal protective equipment.

3.3. Establishes and maintains a safety library.

3.4. Schedules and coordinates general FMS safety training.

3.5. Conducts quarterly inspections of FMS work areas.

4. The Safety Committee is responsible for:

4.1. Monthly safety meetings, and minutes of each meeting that record all committee recommendations and target dates.

4.2. Presentations and reviews of accident data, reports, and investigations for the previous month, to recommend safety rules and standards, and to assign responsibilities and implementation target dates.

4.3. Follow-through on previously submitted recommendations.

4.4. Requests for, and coordination of, safety training seminars for all employees.

4.5. Recommendations on the purchase of personal safety equipment, and on procedures for its use.

4.6. Discussion of new safety assignments and policies.

4.7 Election of a Chair of the committee annually during the first meeting of each fiscal year.

5. Directors are responsible to:

5.1. Ensure that safety is an integral part of all work planning and performance.

5.2. Include safety performance in the work performance element of the evaluation methodology used for supervisors.

5.3. Implement and support the elements of this directive.
