PURPOSE: To establish a policy and procedure for documenting the FMS organization.

BACKGROUND: FMS is a large, complex service organization. The organizational structure presented in the attachment to this directive is intended to provide a basis for effective management and supervision through the assigned directors or managers of principal functional departments and special offices.

POLICY: ATTACHMENT 1 is the organization chart for FMS. This chart extends only to the department and office level. Directors or managers develop detailed organization charts for their departments or offices. ATTACHMENT 2 summarizes the staffing, services, responsibilities and policies that are assigned to the offices and departments of FMS.

PROCEDURES:

1. The AVP prepares the FMS organization chart, taking account of all the organizational responsibilities, strengths, opportunities and constraints, and modifies the chart as those considerations change from time to time.

2. The deputy publishes the organization chart as ATTACHMENT 1 to this directive, and distributes the directive and ATTACHMENT 1 to all staff members.

3. Directors, managers and supervisors review ATTACHMENT 1 with the people reporting to them whenever it is reissued following a change.

4. FMS staff members follow the lines of functional responsibility in their work and in their referrals of others to the appropriate source of FMS services.

RESPONSIBILITIES:

1. The AVP is responsible for preparing ATTACHMENT 1 and for updating it as changes occur at the level of detail that it presents.

2. Directors and supervisors are responsible for making ATTACHMENT 1 available to all members of the FMS organization.

3. FMS staff members are responsible for knowing the organization and the responsibilities assigned to each department area.
