SUBJECT: Vision and Mission Statements

PURPOSE: To establish a policy and procedure for preparing and publishing the FMS vision and mission statements.
BACKGROUND: The leadership of Carnegie Mellon, beginning with the office of the president, has embraced the concept of Total Quality Management. Imbedded in that concept is the stricture that urges practitioners to express what effect they expect their efforts to yield for their organizations in the future, and to know what responsibilities their organizations are trying to meet. With a target for the organization, and with a clear idea of why the organization exists, people in that organization make better decisions about things that affect them and their work.
POLICY: It is the policy of FMS to write, to publish campus-wide, and to maintain a vision and mission statement for this organization. The vision statement expresses the intended future, cumulative effect of FMS efforts on the campus of Carnegie Mellon University. The mission statement combines the primary responsibilities of FMS operations with the qualitative results to be expected from FMS work.
PROCEDURES:
1. The AVP drafts vision and mission statements for FMS and proposes them to the directors for their review and discussion.
2. FMS directors meet to review and discuss the proposed statements, to consult among themselves and with the AVP, and to propose amendments to the draft that lead toward a consensus among the directors, including the AVP.
3. Upon arriving at a consensus, the AVP prepares the agreed-upon final draft and assigns the deputy or another staff member to make final edits and ultimately to publish the FMS vision and mission statements.
RESPONSIBILITIES:
1. The AVP is responsible for drafting the vision and mission statements, for proposing them to the directors, for working with the directors toward consensus on the statements, and for preparing the final draft.
2. The directors are responsible for reviewing and discussing the draft, for consulting with the AVP on the proposed statements, for proposing amendments to the drafts, and for building a consensus on the final draft of the statements.
3. The deputy is responsible for editing the final draft, and for its publication in established or agreed-upon media, campus-wide.
